Do you need a different visa for Helsinki, Rovaniemi, or Tampere?
No. Finland sets the requirements, so entering through Helsinki asks for the same as entering through Rovaniemi or Tampere. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.
What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.
What draws travelers to Finland
Finland is a country of forest and water — tens of thousands of lakes — and an Arctic Lapland. Helsinki, the capital designed facing the Baltic, has the Suomenlinna sea fortress, a World Heritage site, and a strong culture of sauna and architecture. The south-east is the great lake region, with Savonlinna and its castle. But the biggest draw is Lapland: Rovaniemi as "Santa Claus's town", husky safaris, the northern lights from September to March and the midnight sun in summer. Finland has 7 UNESCO World Heritage sites. A week covers Helsinki plus a few days in Lapland, or Helsinki with a lake-district loop through Savonlinna and Kuopio. Winter (December-March) is the season for snow, huskies and auroras; summer, short but intensely bright, is the time for lakes, islands and rented cabins.
