What we've verified for Latvia

Beyond the yes/no matrix, we've checked these against an official primary source (last checked 25 September 2026). The specifics depend on your nationality: open your passport's row in the table for the detail that applies to you.

Sources: eta.gov.lv (Latvian Ministry of the Interior: Electronic Travel Declaration, mandatory since 1 September 2025, 48 hours ahead, list of exempt nationalities, Section 4.4 of the Immigration Law); home-affairs.ec.europa.eu (European Commission, Annex 25 of the Practical Handbook for Border Guards, version of 1 April 2026: 14 euros a day up to 30 days and the 700-euro minimum wage for longer, Cabinet Regulation No 225); EUR-Lex: Regulation (EC) 810/2009 (Arts. 9, 16, 23 and 32), Delegated Regulation (EU) 2024/1415, Regulation (EU) 2016/399 (Art. 6), Directive 2007/74/EC (Arts. 8 and 9) and Regulation (EU) 2018/1672; gov.uk/foreign-travel-advice/latvia (UK Government: ban of up to three years, travel insurance at the border, non-EU, Russian and Belarusian vehicles, cash); exteriores.gob.es (travel advice of Spain's Ministry of Foreign Affairs for Latvia, updated 14 September 2026: ID card, electronic declaration, nightlife venues, taxis, noise fines); sanidad.gob.es ("Listado de países") and who.int (WHO): yellow fever; data.unesco.org (World Heritage List). All checked on 25 September 2026.

This table summarises the exact entry mechanism for every passport we track. The difference between entering visa-free, with an electronic authorisation, with an e-Visa, or with a traditional visa is explained in visa, e-Visa, and electronic authorisation: what's the difference. How we verify every row before publishing it is on methodology.

Latvia rules for every passport

Vaccinations, customs limits and penalties are the same for every traveller. Grounds for refusal depend on how you enter.

Vaccinations

  • No mandatory vaccines for entry. Latvia does not ask any traveller for a yellow fever certificate, wherever they arrive from, according to the list the WHO publishes under the International Health Regulations.

Customs limits

Cash
Cash or travellers' cheques from 10,000 euros must be declared when entering or leaving the EU (Regulation (EU) 2018/1672). Customs gives you a stamped declaration; without it the money can be held when you leave.
Alcohol
From outside the EU, aged 17 and over: 1 litre of drinks over 22% or 2 litres at 22% or under, plus 4 litres of still wine and 16 litres of beer (Directive 2007/74/EC, Art. 9).
Tobacco
From outside the EU, aged 17 and over and arriving by air: 200 cigarettes, or 100 cigarillos, or 50 cigars, or 250 grams of tobacco (Directive 2007/74/EC, Art. 8). The Directive lets each State cut the limit to 40 cigarettes for travellers arriving by land; the figure applied at Latvia's land borders could not be confirmed against Latvian customs. Meat, milk and products containing them cannot be brought in.

Overstay penalties

Exceeding 90 days can lead to an entry ban on the Schengen countries of up to three years, according to the UK Government. As a Schengen State, Latvia can issue a return decision and record the ban in the Schengen Information System, which makes it apply across the whole area. The amount of any fine could not be confirmed against national law, so no figure is given.

Grounds for refusal

Apply to: Visa-free

  • Not presenting a valid travel document: valid for at least three months after the intended departure and issued within the previous ten years (Art. 6(1)(a)).
  • Not justifying the purpose and conditions of the stay, or not showing sufficient means of subsistence for the stay and the return (Art. 6(1)(c)).
  • Having already used up the 90 days within the current 180-day period (Art. 6(1)).
  • Being the subject of a Schengen Information System (SIS) alert for the purpose of refusing entry (Art. 6(1)(d)).
  • Being considered a threat to public policy, internal security, public health or the international relations of a Schengen State (Art. 6(1)(e)).

Source: Regulation (EU) 2016/399 (Schengen Borders Code) , Art. 6(1). A refusal is given in writing with its reasons and can be appealed (Art. 14).

Apply to: Visa required

  • A false travel document, or reasonable doubts about the authenticity of the documents submitted (Regulation (EC) 810/2009, Art. 32(1)(a)(i) and 32(1)(b)).
  • Failing to justify the purpose and conditions of the trip (Art. 32(1)(a)(ii)).
  • Failing to show sufficient means for the stay and the return (Art. 32(1)(a)(iii)); Latvia's reference is 14 euros a day for stays of up to 30 days.
  • Having already used the 90 days of the current 180-day period (Art. 32(1)(a)(iv)).
  • Having an alert in the Schengen Information System for the purpose of refusing entry (Art. 32(1)(a)(v)).
  • Being considered a threat to public policy, internal security or public health (Art. 32(1)(a)(vi)).
  • Not presenting valid travel medical insurance where required (Art. 32(1)(a)(vii)).
  • Reasonable doubts about the intention to leave the Schengen area before the visa expires (Art. 32(1)(b)).

Travel insurance for the Schengen area

If you need a visa, insurance is part of the application: €30,000 of medical cover across Schengen. If you enter visa-free it isn't mandatory, though it's worth having.

Do you need a different visa for Riga, Daugavpils, or Jūrmala?

No. Latvia sets the requirements, so entering through Riga asks for the same as entering through Daugavpils or Jūrmala. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.

What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.

What draws travellers to Latvia

Latvia has three properties on the World Heritage List. The historic centre of Riga combines the medieval Hanseatic town with the largest concentration of art nouveau buildings in Europe. The old town of Kuldīga, inscribed in 2023, is a town of timber houses beside the Ventas Rumba waterfall on the river Venta. The third is the Struve Geodetic Arc, shared with nine other countries. Spain's Ministry of Foreign Affairs warns of a recurring scam in bars and clubs in Riga's old town: drinks are charged at outrageous prices, sometimes after touts recruit visitors through social media, so ask to see the price list before ordering. It also notes that drinking alcohol in the street is banned and fined, that noise in Riga can be fined up to 1,400 euros and that official taxis have yellow plates with the letters TX.
