Important: the UAE has divided jurisdiction. ICP (Federal Authority for Identity, Citizenship, Customs & Port Security, icp.gov.ae) manages Abu Dhabi and the rest of the emirates; Dubai has its own authority, GDRFA Dubai (gdrfad.gov.ae). Before publishing, verify which one applies based on the actual emirate of entry.

Required documents

  • A valid passport
  • If you are travelling on an entry permit arranged in advance, you must enter the UAE within its 60-day validity from the date of issue: the permit expires even if you never used it
  • Visa on arrival, where it applies, is granted for either 14 or 60 days depending on the case
  • For several nationalities, visa on arrival does not depend on the passport alone: it also requires holding a valid residence permit from the United States, an EU member state, the United Kingdom, Singapore, Japan, South Korea, Australia, New Zealand or Canada

Vaccinations

  • No mandatory vaccines for entry: no international certificate of vaccination (yellow fever included) is required under the International Health Regulations.

Transit rules

The UAE has two transit visas, of 48 and 96 hours, and you only need one if your nationality falls outside both visa exemption and visa on arrival. The important quirk is who arranges them: they are sponsored by the UAE-based airline you fly with, and must be approved BEFORE you enter the country. You cannot arrange one yourself; if you book through an agency, the agency still routes it through the airline. And once a 48-hour visa is issued, it cannot be extended to 96.

Declare if cash (or other financial instruments, precious metals, or precious stones) exceeds 60,000 AED.
Alcohol
4 liters of alcoholic beverages, or 2 cases of beer (24 cans of 355ml each), only for those over 21, purchased at an authorized duty-free shop and carried in checked luggage. Important: Sharyah, Ajman, and other emirates have a total alcohol ban — verify the actual destination emirate.
Tobacco
200 cigarettes, or 50 cigars, or 500g of tobacco.

Overstay penalties

50 AED/day uniformly across all emirates since 11 February 2026 (previously it varied by emirate and visa type). No grace period for tourist/visit visas (if the visa has been formally cancelled, there is a 30-day grace period). An overstay of more than 30 days also requires an additional exit permit (~250-300 AED) before being able to leave the country.

Common reasons for denial

  • Being on the blacklist: it covers people barred from entering or leaving the UAE for having committed a crime, for civil-rights liability, or for being a danger to public security.
  • Being on the administrative list: it includes people barred from entry following cancellation of their residence visa, and people barred from leaving for having absconded from their sponsor.
  • Carrying an administrative deportation, issued by the federal authority for public interest, public security or public morals. Its lifting can be applied for at the General Directorate of Residency and Foreigners’ Affairs of the relevant emirate.
  • Having a travel ban from a pending legal case in the country: worth checking before flying, because it does not surface until the desk.
