According to the Algerian Ministry of Foreign Affairs, the application is lodged at the Algerian embassy or consulate for the applicant's usual place of residence. In Saudi Arabia, its directory of missions lists the Embassy of Algeria in Riyadh and the Consulate General in Jeddah. Ask which one covers your address before applying. If you live in another country, the application goes to the Algerian mission there, together with your residence card and a copy of it. The chancery fee depends on the country where you apply.
