Cuba requires prior entry authorization from virtually every nationality: since July 2025 the process is the electronic eVisa, which replaced the old paper Tourist Card. Besides the eVisa, every traveler must fill out the D'Viajeros form (health and migration information) before arrival, and Cuba has required mandatory travel medical insurance for all foreign visitors since 2010.

Do you need a different visa for Havana, Varadero, or Santiago de Cuba?
No. Cuba sets the requirements, so entering through Havana asks for the same as entering through Varadero or Santiago de Cuba. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.
What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.
What draws travelers to Cuba
Cuba is traveled from west to east by road, and its appeal is as much the atmosphere as the heritage. Old Havana, a World Heritage site, is a colonial centre of squares, arcades and classic cars; the Viñales valley, to the west, is limestone mogotes and tobacco plantations. Trinidad, a colonial town frozen in the 19th century, is also World Heritage, and nearby are the Caribbean beaches of Cayo Coco or Varadero. The east — Santiago de Cuba, Baracoa — has different music and a different history. Cuba has 9 UNESCO World Heritage sites. It helps to know that tourist infrastructure is limited and supplies are erratic: bring cash in euros or dollars and do not rely on cards. Ten days cover Havana, Viñales and Trinidad. The dry season (November-April) is best; hurricane season runs August to October.
