Cuba requires prior entry authorization from virtually every nationality: since July 2025 the process is the electronic eVisa, which replaced the old paper Tourist Card. Besides the eVisa, every traveler must fill out the D'Viajeros form (health and migration information) before arrival, and Cuba has required mandatory travel medical insurance for all foreign visitors since 2010.

Cuba rules for every passport
Vaccinations, customs limits and penalties are the same for every traveller. Grounds for refusal depend on how you enter.
Vaccinations
- No mandatory vaccines for entry. The international vaccination certificate is asked of nobody: not the yellow fever one, and not even of travellers arriving from a country with risk of transmission. That is what the country has declared in the International Health Regulations list.
Customs limits
- Cash
- Bringing in foreign currency is unrestricted, but amounts above US$5,000 (or the equivalent in other currencies) in cash, cheques or other payment instruments must be declared to Customs. On departure up to US$5,000 can be taken out freely; taking out more requires that entry declaration or an authorisation from the Central Bank of Cuba.
Overstay penalties
The new Foreigners Law 173 and its regulation (Decree 137 of 2025) were published in Official Gazette No. 39 Ordinary of 5 May 2026 and take effect 180 days later, in early November 2026. From then on, staying in Cuba irregularly because an extension of stay was not obtained or has expired is a serious infraction: a fine of 40 to 60 units of 300 to 450 Cuban pesos each (12,000 to 27,000 CUP), reduced by 25% if paid within three working days of notification and doubled if unpaid after 30 calendar days. If it is still unpaid 30 days after that, deportation is applied. For stays before that date we have not been able to confirm the amount of the fine against an official source.
Grounds for refusal

- Holding a passport with less than six months of validity counted from the date of entry into Cuba.

Do you need a different visa for Havana, Varadero, or Santiago de Cuba?
No. Cuba sets the requirements, so entering through Havana asks for the same as entering through Varadero or Santiago de Cuba. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.
What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.
What draws travellers to Cuba
Cuba is travelled from west to east by road, and its appeal is as much the atmosphere as the heritage. Old Havana, a World Heritage site, is a colonial centre of squares, arcades and classic cars; the Viñales valley, to the west, is limestone mogotes and tobacco plantations. Trinidad, a colonial town frozen in the 19th century, is also World Heritage, and nearby are the Caribbean beaches of Cayo Coco or Varadero. The east: Santiago de Cuba, Baracoa: has different music and a different history. Cuba has 9 UNESCO World Heritage sites. It helps to know that tourist infrastructure is limited and supplies are erratic: bring cash in euros or dollars and do not rely on cards. Ten days cover Havana, Viñales and Trinidad. The dry season (November-April) is best; hurricane season runs August to October.
