What we've verified for Montenegro

Beyond the yes/no matrix, we've checked these against an official primary source (last checked 25 September 2026). The specifics depend on your nationality: open your passport's row in the table for the detail that applies to you.

Sources: exteriores.gob.es (travel advice of Spain's Ministry of Foreign Affairs for Montenegro, updated 10 May 2024: ID card, 90 days, reported documents, stamps, 24-hour registration, earthquakes); gov.uk/foreign-travel-advice/montenegro (UK Government: 90 days in 180, outside Schengen, registration with the tourist office or police, entry by sea, cash, meat and dairy, medicines); sanidad.gob.es ("Listado de países") and who.int (WHO): yellow fever; data.unesco.org (World Heritage List). All checked on 25 September 2026.

This table summarises the exact entry mechanism for every passport we track. The difference between entering visa-free, with an electronic authorisation, with an e-Visa, or with a traditional visa is explained in visa, e-Visa, and electronic authorisation: what's the difference. How we verify every row before publishing it is on methodology.

Montenegro rules for every passport

Vaccinations, customs limits and penalties are the same for every traveller.

Vaccinations

  • No mandatory vaccines for entry. Montenegro does not ask any traveller for a yellow fever certificate, wherever they arrive from, according to the list the WHO publishes under the International Health Regulations.

Customs limits

Cash
Cash or travellers' cheques from 10,000 euros must be declared; customs gives you a stamped declaration and, without it, the money can be held when you leave. Valuable items such as expensive jewellery or photographic and computer equipment must also be declared. Meat, milk and products containing them cannot be brought in.

Overstay penalties

Failing to register can mean a fine, detention or a court appearance, according to the UK Government. The specific penalty for exceeding 90 days could not be confirmed against the Montenegrin Foreigners Act.

Grounds for refusal

  • Travelling on an expired ID card or passport, or one listed as lost or stolen.
  • Having already spent 90 days in Montenegro within the previous 180.
  • Carrying medicines containing narcotics without declaring them or carrying a prescription.

Travel insurance

Each destination decides whether to require insurance, and some check it at the border. If yours does, make sure the policy covers the whole trip.

Do you need a different visa for Podgorica, Kotor, or Budva?

No. Montenegro sets the requirements, so entering through Podgorica asks for the same as entering through Kotor or Budva. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.

What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.

What draws travellers to Montenegro

Montenegro has four properties on the World Heritage List in a small country that goes from the Adriatic coast to high mountains in a few hours. The natural and culturo-historical region of Kotor, with the walled town at the far end of the bay, is the most visited, and its Venetian fortifications also appear in an inscription shared with Italy and Croatia. Durmitor National Park, in the north, has glacial lakes and the canyon of the river Tara. The medieval stećci tombstones are spread across Montenegro and its neighbours. Budva and the nearby coast draw the beach crowds. Spain's Ministry of Foreign Affairs flags no risk areas, but notes that the country is in a moderate earthquake zone and that tremors are fairly common: the 1979 earthquake reached magnitude 6.9 and killed 131 people.
