Do you need a different visa for Asuncion, Ciudad del Este, or Encarnacion?
No. Paraguay sets the requirements, so entering through Asuncion asks for the same as entering through Ciudad del Este or Encarnacion. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.
What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.
What draws travelers to Paraguay
Paraguay is one of the least touristed countries in South America, and that is part of its appeal: you travel without queues. Asunción, the capital on the bank of the Paraguay river, has a modest historic centre and an unhurried pace. The great heritage is the Jesuit reductions of the south-east — La Santísima Trinidad de Paraná and Jesús de Tavarangüé — ruins of 18th-century missions listed as World Heritage, a record of the encounter with the Guaraní people and a short hop from the Iguazú Falls. The Gran Chaco, to the north and west, is a huge semi-arid plain of ranches and wildlife, for nature travelers with time. Paraguay has 1 UNESCO World Heritage site. Three or four days are enough for Asunción and the missions. Winter (May-August) is cooler; summer is very hot and humid.
