Paraguay applies a nationality-based entry regime: most passports from the Americas and Western Europe enter visa-free for up to 90 days, while other nationalities need a prior consular visa. As a founding Mercosur member, Paraguay allows citizens of the bloc's member and associate countries to enter with just their national ID card.

Paraguay rules for every passport
Vaccinations, customs limits and penalties are the same for every traveller.
Vaccinations
- No mandatory vaccines for general entry. An international yellow fever vaccination certificate is required from travellers arriving from Brazil, Bolivia, Peru or Venezuela (ages 1 to 59; exempt under 1 and over 60). The vaccine is also recommended for almost the whole country except the city of Asunción.
- Measles and rubella: the International Health Regulations country list records vaccination against both among the requirements declared by Paraguay. It could not be confirmed against a resolution of the Directorate General of Health Surveillance, whose traveller information does not mention it.
Customs limits
- Cash
- Declare via the DNIT's Electronic Customs Traveller Declaration if carrying US$10,000 or more in cash, traveller's cheques, bonds, shares, or other negotiable instruments (Law No. 1015/97).
- Alcohol
- DNIT does not publish a litre limit for alcohol. What it does publish is the general value-based allowance for goods not exempt as personal effects, provided no commercial purpose is presumed: up to 1,000 USD when entering by air or river and 300 USD when entering by land, plus an additional 500 USD allowance for purchases at duty-free shops on arrival.
- Tobacco
- DNIT does not publish a maximum number of cigarettes or cigars. The same general value-based allowance applies, provided no commercial purpose is presumed: up to 1,000 USD by air or river and 300 USD by land, plus an additional 500 USD at duty-free shops on arrival.
Overstay penalties
Under Art. 87 of Law No. 6984/2022, anyone who exceeds their authorised stay period in Paraguay is fined an amount equivalent to six minimum legal daily wages (Gs. 702,462 as of the verification date), the same amount set for failing to present the entry verification document when leaving the country. The fine can be paid in cash (guaraníes only), by international debit card, or online from 48 business hours after the fine is issued.
Grounds for refusal
- Not presenting the required documentation at the control post: a valid identity document or a passport with a consular visa if your country needs one, plus the documents validating your entry.
- Using documentation that is not authentic or whose content is false.
- Having been expelled with the entry ban imposed by the competent authority still in force.
- Being the subject of an international arrest warrant for punishable acts committed abroad.
- Being the subject of an alert issued by the National Migration Directorate or another competent authority.

Do you need a different visa for Asuncion, Ciudad del Este, or Encarnacion?
No. Paraguay sets the requirements, so entering through Asuncion asks for the same as entering through Ciudad del Este or Encarnacion. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.
What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.
What draws travellers to Paraguay
Paraguay is one of the least touristed countries in South America, and that is part of its appeal: you travel without queues. Asunción, the capital on the bank of the Paraguay river, has a modest historic centre and an unhurried pace. The great heritage is the Jesuit reductions of the south-east: La Santísima Trinidad de Paraná and Jesús de Tavarangüé: ruins of 18th-century missions listed as World Heritage, a record of the encounter with the Guaraní people and a short hop from the Iguazú Falls. The Gran Chaco, to the north and west, is a huge semi-arid plain of ranches and wildlife, for nature travellers with time. Paraguay has 1 UNESCO World Heritage site. Three or four days are enough for Asunción and the missions. Winter (May-August) is cooler; summer is very hot and humid.
