Beyond the yes/no matrix, we've checked these against an official primary source (last checked 23 September 2026). The specifics depend on your nationality: open your passport's row in the table for the detail that applies to you.

Sources: exteriores.gob.es (travel advice of Spain's Ministry of Foreign Affairs, European Union and Cooperation for Rwanda, updated 6 May 2026: passport validity, visa online or on arrival, fees of USD 50, 70, 100 and 30, yellow fever, recommended vaccinations, plastic bags, vapes, drones, DRC border area); gov.uk/foreign-travel-advice/rwanda (UK Government: Ebola screening, DRC border crossings, drone declaration); migration.gov.rw (Directorate General of Immigration and Emigration, official portal); who.int (WHO) and sanidad.gob.es (Spain's Ministry of Health, "Listado de países"): yellow fever; data.unesco.org (World Heritage List). All checked on 23 September 2026. Also: rra.gov.rw (Rwanda Revenue Authority, "Passengers baggage and personal effects": East African Community Customs Management Act allowances and minimum age of 18, 25 September 2026); migration.gov.rw (Rwanda Directorate General of Immigration and Emigration, 5-day grace period and penalty, 25 September 2026).

This table summarises the exact entry mechanism for every passport we track. The difference between entering visa-free, with an electronic authorisation, with an e-Visa, or with a traditional visa is explained in visa, e-Visa, and electronic authorisation: what's the difference. How we verify every row before publishing it is on methodology.

Rwanda rules for every passport

Vaccinations, customs limits and penalties are the same for every traveller.

Vaccinations

  • Yellow fever: Spain's Ministry of Foreign Affairs and the UK Government say the certificate is required from travellers arriving from a country with risk of transmission. The WHO list and the Spanish Ministry of Health list, however, record it as required from all travellers over one year of age. Given that discrepancy, travel with the vaccination card.
  • The Ministry of Foreign Affairs also recommends vaccination against typhoid, hepatitis A and B and bacterial meningitis, and keeping diphtheria, tetanus and polio up to date.

Customs limits

Alcohol
Aged 18 and over, duty-free under the East African Community Customs Management Act: 1 litre of spirits or 2 litres of wine.
Tobacco
Entering with e-cigarettes or vapes is prohibited, and they are confiscated at customs; anti-smoking laws are very strict.

Overstay penalties

There is a 5-day grace period after the visa expires to leave the country or renew it without penalty. After that a fine is imposed and an extension may be refused. The amount of the fine could not be confirmed against an official source.

Grounds for refusal

  • A passport valid for less than six months from entry or without a blank page.
  • Leaving through a different post from the one you entered by on a transit visa.
  • Arriving from a yellow fever risk country without the certificate.

Travel insurance

Each destination decides whether to require insurance, and some check it at the border. If yours does, make sure the policy covers the whole trip.

IATI sells its policies according to the country you live in. Where do you live?

Do you need a different visa for Kigali, Musanze, or Rubavu?

No. Rwanda sets the requirements, so entering through Kigali asks for the same as entering through Musanze or Rubavu. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.

What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.

What draws travellers to Rwanda

Rwanda has two properties on the World Heritage List, both inscribed in 2023. One is Nyungwe National Park, tropical rainforest with peat bogs, heathland and grassland. The other is the memorial sites of the 1994 genocide at Nyamata, Murambi, Gisozi and Bisesero, where the victims are remembered. Spain's Ministry of Foreign Affairs describes the country as generally safe with low crime, but advises against the border area with the Democratic Republic of the Congo, where Volcanoes National Park lies, because of the risk of armed incursions, and urges extreme caution near the borders with Burundi and Uganda. Photographing Kigali airport, military installations or official buildings is not allowed.
