Uruguay has one of the region's most open entry policies: the large majority of nationalities, almost all of the Americas and the whole European Union, enter visa-free for up to 90 days. Cuba and the Dominican Republic, among others, need a consular visa. As a founding Mercosur member, Uruguay allows citizens of the bloc's member and associate countries to enter with just their national ID card.

Uruguay rules for every passport
Vaccinations, customs limits and penalties are the same for every traveller.
Vaccinations
- Yellow fever: an international vaccination certificate is required from travellers arriving from a country with risk of transmission. The International Health Regulations country list sets no minimum age here, unlike in other countries. Several neighbouring risk countries have direct flights to Montevideo, so it is worth checking if the trip goes through Brazil, Bolivia, Colombia, Ecuador, Paraguay, Peru or Venezuela.
- Arriving from a country without risk of transmission, Uruguay requires no vaccination.
Customs limits
- Cash
- Declare to the National Customs Directorate if carrying more than US$10,000 in cash, precious metals or other monetary instruments; failure to do so can be fined up to the undeclared amount.
- Alcohol
- Duty-free allowance of up to 6 litres of distilled alcoholic beverages of non-Mercosur origin for travellers entering the country.
- Tobacco
- Duty-free allowance of up to 4 cartons of cigarettes of non-Mercosur origin for travellers entering the country.
Overstay penalties
Migration Law No. 18,250 (Art. 51) establishes staying beyond the authorised period as grounds for expulsion, but before applying it the National Migration Directorate must first issue a warning giving 60 days to regularise the situation (Art. 52). The law doesn't set a specific monetary fine for tourists in an irregular situation; it does set fines of 4 to 400 Readjustable Units for transport companies and other violators of migration rules (Art. 69).
Grounds for refusal
- Falling under one of the impediments in Articles 45 and 46 of Law 18,250: among them, having been charged or convicted of intentional common crimes which, under the law of the country where they were committed, carry custodial sentences of more than two years.
- There is an exception worth knowing, and the law puts it in categorical terms: border personnel (land, sea, river or air) are forbidden from preventing the entry of anyone who states an intention to apply for refuge, even where they lack the required documentation or it is visibly forged or altered.
- And another in the traveller’s favour: Article 44 allows conditional entry to be authorised for someone who does not meet the requirements, where exceptional humanitarian reasons, public interest, or compliance with international commitments apply.

Do you need a different visa for Montevideo, Punta del Este, or Colonia del Sacramento?
No. Uruguay sets the requirements, so entering through Montevideo asks for the same as entering through Punta del Este or Colonia del Sacramento. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.
What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.
What draws travellers to Uruguay
Uruguay is small, calm and made of short distances along the coast. Montevideo, the capital, has its old town, the riverside promenade along the widest river in the world, and a food scene centred on the Mercado del Puerto. An hour away is Colonia del Sacramento, the Portuguese historic quarter listed as World Heritage, cobbled streets facing Buenos Aires. To the east, the Atlantic coast runs from the glamour of Punta del Este to the fishing villages and dunes of Cabo Polonio and José Ignacio. The interior is ranch country, estancias and hot springs. Uruguay has 3 UNESCO World Heritage sites, including the Fray Bentos industrial landscape. A week covers Montevideo, Colonia and the east coast. Being in the southern hemisphere, summer (December-March) is the beach season; the rest of the year is quiet and mild.
