Authorization system

- A validly issued, in-force visa where one is required. It is not needed by nationals of countries with which Mexico has signed a visa waiver agreement, or which Mexico has exempted unilaterally (Art. 37(I)(b) and 37(III)(a))
- Providing whatever information and personal details the competent authorities ask for at the immigration checkpoint (Art. 37(II))
- If you already live in Mexico, a residence card or a stay authorisation as a regional visitor, border worker visitor or humanitarian visitor takes the place of a visa (Art. 37(I)(c))
Vaccinations
- No mandatory vaccines for general entry. A yellow fever certificate is required from travellers over 1 year of age arriving from —or having transited more than 12 hours through the airport of— a country with risk of transmission.
Transit rules
Mexico has no separate transit category: transit sits inside the "visitor without permission to carry out paid activities" stay condition, the same one that covers tourism and business trips. The document is the Forma Migratoria Múltiple (FMM), valid for a maximum of 180 calendar days and good for a single entry; its validity runs from the moment the immigration stamp is applied, not from when it was issued.

Overstay penalties
Mexico does not apply a fixed daily fine. If your document expires or you carry out unauthorised activities, the route is to apply for regularisation before the National Migration Institute: at the interview the migration authority holds, the amount of the fine is set case by case, weighing the factors in Article 73 of the Federal Law of Administrative Procedure and Article 146 of the Migration Law. The regularisation authorisation, where granted, is valid for 180 days for the visitor condition.
