How this visa is processed
External service provider in Minsk, for Norwegian visas
Citizens of Belarus need a Schengen visa for Norway. The European Commission publishes a table, in its version of 9 October 2026, of the Schengen States' consulates that process short stay visas and their representation arrangements. According to that table, in Minsk, applications for Norway are lodged with an external service provider.

Verified practical details
You'll need to apply for a visa at a consulate or embassy before travelling. Here are the practical details we've verified:
Svalbard: different entry rules
Svalbard sits outside the Schengen area and the Norwegian authorities do not require a visa to enter the archipelago. What does require a visa is the journey: anyone who needs a Schengen visa needs it to pass through mainland Norway on the way out and back, because the crossing between the mainland and Svalbard is a Schengen external border. The Governor of Svalbard advises applying for a visa with two entries, so you can return to the Schengen area after your stay.

Fee
€90
The €90 is the short-stay Schengen visa fee, set by Article 16 of the Visa Code (Regulation (EC) 810/2009) as amended by Delegated Regulation (EU) 2024/1415, in force since 11 June 2024. It is not a fee set by Norway: the same amount is paid at any Schengen consulate. Children from the age of 6 and under 12 pay €45, and children under 6 are exempt. Travellers entering without a visa pay no fee at all.
Processing time
Where the trip requires a Schengen visa, the consulate must decide within 15 calendar days of an admissible application being lodged. That period may be extended to a maximum of 45 calendar days in individual cases, particularly where the application needs closer examination; in justified urgent individual cases the decision is taken immediately (Regulation (EC) 810/2009, Art. 23). An application may not be lodged more than six months before the intended trip and, as a rule, no later than 15 calendar days before it; where the consulate requires an appointment, it is normally given within two weeks of being requested (Art. 9).
Required documents
- A valid passport or travel document, issued within the previous ten years and valid for at least three months beyond the date you plan to leave the Schengen area (Regulation (EU) 2016/399, Art. 6(1)(a))
- Sufficient means for the stay and the return journey: border police decide case by case whether they are enough, and may refuse entry to anyone who cannot evidence them (Norwegian Immigration Act, Section 17(f))
- Reference amounts Norway has notified to the European Commission: NOK 300 per person per day if you are staying with someone or in accommodation that is booked and paid for; NOK 1,300 per day if you cannot show proof of accommodation; where several people travel together, at least NOK 1,000 per person per day
- That decision weighs how long you are staying, whether you are staying with family or friends, whether you hold a return ticket and whether anyone has guaranteed your stay: bring paperwork for whichever applies to you
- Documents backing up the purpose and conditions of your stay (Regulation (EU) 2016/399, Art. 6(1)(c) and Annex I)
Health insurance
Mandatory to apply for the Schengen visa: minimum coverage of €30,000, valid across the whole Schengen area and for the entire length of the stay (Regulation (EC) 810/2009, Art. 15).
