Mexico visa requirements for Chinese citizens

The general rule is that a Chinese citizen needs a visa for Mexico, with one exception worth checking before booking an appointment. Travellers coming for unpaid activities of under one hundred and eighty days do not need a Mexican visa if they hold a valid multiple-entry visa from the United States, Canada, Japan, the United Kingdom or a Schengen country, or permanent residence in any of those territories. With a US visa already in the passport, the trip to Mexico gets settled at the boarding gate. Those who do need the visa apply according to where they live: the Consulate General in Shanghai serves residents of Shanghai, Zhejiang, Jiangsu and Anhui, and the rest of the country is split between the Embassy in Beijing and the Consulate General in Guangzhou. Mexico works with no external centre in China, so the file is lodged at the mission itself. For some visa types the process starts in Mexico: a sponsor applies to the National Migration Institute, which issues a Unique Procedure Number used to book the consular appointment.

Authorization system

FMM (Multiple Immigration Form) / SAE for visa-exempt travelers

The FMM is the admission document issued by the National Immigration Institute (INM), mandatory for everyone, valid for up to 180 days. Those who don't need a visa may also need the Electronic Authorization (SAE), valid for 30 days from issuance for a single trip.

Fee

MXN 983.00

~57 USD at the exchange rate. Free for stays of 7 days or less. By air, it's usually already included in the ticket as the "Mexican tourism tax"; by land, it's paid at the INM office at the border or can be processed online.

Required documents

• A passport or identity and travel document valid under current international law, to be presented at the INM immigration checkpoint (Migration Act, Art. 37(I)(a))
• A validly issued, in-force visa where one is required. It is not needed by nationals of countries with which Mexico has signed a visa waiver agreement, or which Mexico has exempted unilaterally (Art. 37(I)(b) and 37(III)(a))
• Providing whatever information and personal details the competent authorities ask for at the immigration checkpoint (Art. 37(II))
• If you already live in Mexico, a residence card or a stay authorisation as a regional visitor, border worker visitor or humanitarian visitor takes the place of a visa (Art. 37(I)(c))

Vaccinations

• No mandatory vaccines for general entry. A yellow fever certificate is required from travellers over 1 year of age arriving from —or having transited more than 12 hours through the airport of— a country with risk of transmission.

Health insurance

Not mandatory for this destination.

Transit rules

Mexico has no separate transit category: transit sits inside the "visitor without permission to carry out paid activities" stay condition, the same one that covers tourism and business trips. The document is the Forma Migratoria Múltiple (FMM), valid for a maximum of 180 calendar days and good for a single entry; its validity runs from the moment the immigration stamp is applied, not from when it was issued.

Customs limits

Cash

Declare if cash exceeds 10,000 USD or equivalent.

Alcohol

3 liters of spirits + 6 liters of wine, for those over 18.

Tobacco

10 packs of cigarettes, or 25 cigars, or 200g of tobacco, for those over 18.

Overstay penalties

Mexico does not apply a fixed daily fine. If your document expires or you carry out unauthorised activities, the route is to apply for regularisation before the National Migration Institute: at the interview the migration authority holds, the amount of the fine is set case by case, weighing the factors in Article 73 of the Federal Law of Administrative Procedure and Article 146 of the Migration Law. The regularisation authorisation, where granted, is valid for 180 days for the visitor condition.

Common reasons for denial

• Not meeting the entry requirements in paragraphs I and II of Article 37 of the Migration Law.
• Your record in Mexico or abroad compromising national security or public safety.
• Not meeting the requirements set by the Migration Law, its Regulation and other applicable provisions.
• The migration authority detecting a migration alert, inconsistencies in your information, or doubts about the authenticity or truthfulness of the documents you present: you are then sent to secondary inspection, and the authority retains the document where there are grounds to presume it is forged.
