What we've verified for Azerbaijan

Beyond the yes/no matrix, we've checked these against an official primary source (last checked 23 September 2026). The specifics depend on your nationality: open your passport's row in the table for the detail that applies to you.

Sources: exteriores.gob.es (travel advice of Spain's Ministry of Foreign Affairs, European Union and Cooperation for Azerbaijan, updated 12 June 2026: passport validity, ASAN Visa, registration after 15 days, exit permit and 300 to 400 manat fine, Karabakh, border with Iran, drones, cash, alcohol, tobacco and caviar export limits); madrid.mfa.gov.az (Embassy of Azerbaijan in Spain, "E-visado (ASAN Visa)": USD 20, 30 days, three working days or three hours); gov.uk/foreign-travel-advice/azerbaijan (UK Government: departure within 48 hours, export certificates for carpets); migration.gov.az (State Migration Service); who.int (WHO) and sanidad.gob.es (Spain's Ministry of Health, "Listado de países"): no yellow fever requirement; data.unesco.org (World Heritage List). All checked on 23 September 2026.

This table summarises the exact entry mechanism for every passport we track. The difference between entering visa-free, with an electronic authorisation, with an e-Visa, or with a traditional visa is explained in visa, e-Visa, and electronic authorisation: what's the difference. How we verify every row before publishing it is on methodology.

Azerbaijan rules for every passport

Vaccinations, customs limits and penalties are the same for every traveller.

Vaccinations

  • No vaccination is required for entry, including yellow fever.

Customs limits

Cash
Foreign currency brought in is declared at the border on a form that must be kept until departure. On departure the cash limit is 1,000 euros; above that, 1.5% customs duty is charged, as with gold worth more than 1,000 euros.
Alcohol
On departure you can take up to 3 litres of alcoholic drinks.
Tobacco
On departure you can take up to two cartons of cigarettes. There is also a limit of 125 grams of caviar, and carpets, antiques and works of art need an export certificate.

Overstay penalties

Anyone staying beyond their visa must obtain from the State Migration Service, at its airport office or in Binagadi (Baku), an exit permit requiring departure within 48 hours, and pay a fine of 300 to 400 manats, with a receipt. Failing to register when required is also fined on departure, and if the fine is not paid a visa will be refused in future.

Grounds for refusal

  • A passport valid for less than three months after departure, even with a visa.
  • Having been to Karabakh or the surrounding area without Azerbaijani authorisation.
  • Unpaid fines from a previous stay, for example for not registering.

Travel insurance

Each destination decides whether to require insurance, and some check it at the border. If yours does, make sure the policy covers the whole trip.

Do you need a different visa for Baku, Ganja, or Shaki?

No. Azerbaijan sets the requirements, so entering through Baku asks for the same as entering through Ganja or Shaki. If you're arriving overland or through a small border post, check that separately: some countries apply their own rules to specific crossings.

What does change is where you file the application when a visa is needed, and that depends on the country you live in rather than the city you're travelling to.

What draws travellers to Azerbaijan

Azerbaijan has five properties on the World Heritage List. In Baku, the walled city with the Shirvanshah's Palace and the Maiden Tower, inscribed in 2000. On a plateau in the centre of the country, the Gobustan rock art landscape (2007), with more than six thousand petroglyphs. At the foot of the Greater Caucasus, the historic centre of Sheki with the Khan's Palace (2019) and, since 2023, the cultural landscape of the Khinalig people and the Köç Yolu transhumance route. The fifth is the Hyrcanian forests (2019), shared with Iran. Spain's Ministry of Foreign Affairs asks travellers to take care and to avoid Karabakh without a permit, and warns that photographing military bases or oil installations can lead to fines or prison.
