How this visa is processed
Consulate General of Venezuela in Havana (Calle 20 No. 512, between 5th and 7th Avenues, Miramar, Playa): file lodged in person
A Cuban who wants to visit Venezuela as a tourist needs the tourist visa (T), which is handled by the Consulate General of Venezuela in Havana. The same office serves Cubans and foreigners resident in Cuba. The visa allows a stay of up to 90 days, which the Venezuelan authorities may extend by the same period. The fee is 50 USD, paid in cash at the consulate's cash desk or in advance by deposit at Banco Financiero Internacional (form 040-909). The consulate warns that it refuses incomplete files, and the documents go in a set order: the application form filled in block capitals, a copy of the passport's first page with at least six months of validity, one printed photo and the same photo in digital form (400 × 600 pixels, white background), a police certificate for anyone over 16, an original employment letter signed by the director or by human resources stating position, salary and length of service, a bank account certificate for an account more than six months old, a notarised invitation letter or a confirmed hotel booking, and a flight reservation. The digital photo is emailed five days before the papers are handed in. Handwritten or template employment letters are not accepted. Self-employed applicants (cuentapropistas) show their Ministry of Labour and ONAT cards, anyone working for a MIPYME adds the company's articles of incorporation, ANAP members show their ANAP card and retirees the INASS certificate. Anyone without a job submits a sworn statement before a notary by a close relative who undertakes to cover their costs, together with that relative's employment letter and bank certificate. Documents are received Monday to Thursday from 8:30 to 11:30 and collected from 14:00 to 15:00.

Verified practical details
You'll need to apply for a visa at a consulate or embassy before travelling. Here are the practical details we've verified:
Authorisation system
Visa through Cancillería Digital (Ministry of People's Power for Foreign Affairs)
The tourist visa is applied for online, on the Foreign Ministry's Cancillería Digital portal. Applicants register there, choose the Venezuelan embassy or consulate that will handle the application, fill in the form, upload the documents and pay. Approval arrives by email and the approved document is downloaded from the same portal, which also lets applicants book an appointment with the mission. Some consulates keep their own procedure with documents lodged in person, so check with the chosen mission how it works.

As a tourist, the authorised stay is up to 90 days, extendable for an equal period at the migration authority's discretion; once that period is exceeded without having requested the extension, deportation applies. A verified particularity for Schengen-area passport holders: the tourism visa exemption only applies when entering by air; entering by land still requires a tourist visa.
